SIRTE OIL COMPANY for Production, Manufacturing of Oil & Gas announces the bidding of the following project: –

We urge all specialized companies that consider themselves qualified to execute the above-mentioned project, and wish to participate, to contact Secretariat of S.O.C Main Tenders Committee, at Marsa El-Brega to purchase tender document at non-refundable indicated fee against the project, payment, Cash or by certified cheque.

 The following documents are to be submitted with the bid offer: –

• A copy of the Company’s Commercial Register (Valid).
• A copy of a valid License to Run Business.
• A copy of a valid certificate proving payment of tax.
• A payment certificate of social security contribution.
• A certificate of registration in chamber of commerce.
• Financial position of the Company for the last three years.
• A Copy of the Authorization given by the Ministry for Economy and Trade to carry out Business in Libya (for Foreign Companies Only).
• A Prove of Ability & Experience to carry out the required work.
• Bidders who wish to submit their offers in solidarity with other registered Contractor must provide a Solidarity Agreement signed and attested by Public Notary.

NOTE: –

The Solidarity Agreement should contain statement that the Parties of the Agreement shall be jointly and individually responsible for executing the above mention project as per Scope of Work stated in the tender documents.

It must be stated in the Agreement the name of the person who is authorized to finalize contract procedure with Sirte Oil Co.

-Tender documents can be purchased weekdays (Sunday-Thursday) during working hours,         (10:00 to 12:00 Libya Time) as from:

 . BID SUBMISSION RULES:

-Bids must be in full compliance with the tender specifications and conditions provided with it. Any bids not in compliance will be ignored

-Bids must be submitted in separate well-sealed envelopes and stamped by the Company’s official stamp. The project title & project reference number must be written on the envelopes.

• The first envelop contains the Technical offer (1 Original + 2 Copies + One flash memory) and the Un-Priced Commercial Tender (1 Original+1 Copy) & The Bid Bond (Certified Cheque).

The Certified Cheque (Bid Bond) is to be issued by a Libyan Bank, worth Fifteen thousand Libyan Dinars (L.D. 15,000) and must be submitted in a separate sealed envelope with the Un-Priced Commercial offer. Bid offers not containing certified cheque/ bid bond, will be rejected. Cheques/bids bond will be cancelled and returned to unsuccessful bidders, after award of the bid.

• The second envelope contains the Commercial offer (1 Original+ 1 copy).
• The third envelope contains the contractor legal documents.

-Winner of the bid must submit a certified cheque worth 10% of contract price agreed to, as a final insurance, within 30 days of notification of contract award and will be returned to the contractor after one year of completing the project.

-Bids MUST be delivered to the office of the Secretary of S.O.C Main Tenders Committee,                           at  Marsa El-Brega.

-Companies interested in purchasing tender documents should present a letter authorizing their representative by name, to receive the document on behalf of the company.

GENERAL CONDITIONS FOR QUOTATION

Dear Sirs,

Sirte Oil Company invites you to bid on the following project:

 Project title: Mosque Expansion and Maintenance Project area 1

Enclosed you will find one copy of the Tender Documents for your analysis and estimation taking in your consideration the following conditions:

1)      Your offer should include the bid price and the duration of the work, signed by your authorized representative(s).  The name of the signatory to be typed below the signature.

2)      The Bid must be submitted in separate well sealed envelopes and stamped by the Company’s official stamp. The project title & project reference number must be written on the envelops.

• The first envelop contains the Technical offer (1 Original + 2 Copies + Copy on flash memory) and the Un-priced Commercial Tender (1 Original + 1 Copy), and the Bid Bond.
• The second envelop contains the Commercial offer (1 Original + 1 Copy).
• The third envelope contains the company legal documents.

3)      A bidder (whether or not he submits his offer) shall treat the details of the bid documents, as private and confidential.  Failure to do so will result in the bid being rejected.

4)      The validity of such bid is one hundred twenty (120) days from the due date.

5)      The bidder shall seal in an envelope the Commercial and technical offers, plainly labeled with the bidder’s name, placed inside another envelope where the project title is shown and addressed as follows:

          The submission of the bid should be delivered to the above address, but it should be received at Marsa El-Brega on or before Wednesday December, the 31, 2023, otherwise it will be rejected.

6)      The bid most favorable to Sirte Oil Company will be selected.  Sirte Oil Company, however, reserves the right to reject any bid without any reason.

7)      The Company, after preparing four (4) copies of the proposed Agreement, will contact the successful bidder notifying him to come to Sirte Oil Company offices in Marsa El-Brega within seven (7) days from such notification in order to sign the Contract jointly.  Failure to do so will allow Sirte Oil Company to withdraw the award of the Contract.

8)                     Documents required by Sirte Oil Company:

• A copy of the Company’s Commercial Registration (Valid).

• Financial position of the Company for the last three years.
• A copy of the Authorization given by the Ministry of Economy and Trade to carry out Business in Libya (for Foreign Companies Only).

9)      Bidder is requested to confirm within seven (7) days of receipt of the tender documents, its intention to bid, or not.

Important Note:

A preliminary deposit of L.D. 15,000 in the form of a certified cheque (Bid Bond), credited to SOC should accompany the offer in a separate sealed envelope.  The cheque will be canceled if unsuccessful in winning the bid.  Winner of the bid shall submit a contract insurance fee equal to 10% of the contract value within 30 days of notification by the Main Tenders Committee.  The fee will be returned upon completion of project.
